Figures released by Exeter City Council show that more than 6,000 people came to the Rugby World Cup fanzone on its two busiest days, which were when England were playing.
The other days when it was open generally saw attendances of between 1,500 and 2,000 fans.
The lowest turn-out was on October 30th when South Africa played Argentina in the bronze final and only 149 fans came along.
