Ben Bradshaw claims East Devon and Teignbridge councils are allowing too much new housing to be built within their boundaries on the outskirts of Exeter.
He's partially blaming the failure of both authorities to publish their local development plans specifying which land is designated for new homes.
This means housing applications are much harder for their councillors to refuse.
He says it's leading to over-development on the edges of Pinhoe and Alphington.
