The developer behind a proposed retail park on the outskirts of Exeter is to appeal against this week's refusal of planning permission.
Councillors thought the planned shopping and leisure complex off Honiton Road would take trade away from the city centre.
The developers say it's aimed at people living and working in the east of Exeter - who have very few shops locally.
