East Devon council are defending their plans for the seafront in Exmouth.
Hundreds of people protested about their plans for the Queens Drive Development at the weekend, with some saying they feel that they haven't been consulted enough about the future of the area.
Councillors agreed to double the budget to £3.1 million last week, with East Devon District Council blaming increased building costs, unnecessary delays and legal costs.
Councillor Phillip Skinner, who looks after economy for the authority, says they will push ahead with the plans.
