It's claimed that the controversy over the use of Exmouth's Belsher's Slipway could have been avoided - if an alternative boat launching facility had been provided earlier.
The former Mamhead Slipway has now been closed for more than three years and work to complete its replacement hasn't been completed on schedule.
Local residents have complained about noise and disruption from people launching boats and jetskis on Belsher's Slipway and Shelly Beach.
But water-skier and sailor Pete Harding says they don't have many alternatives in the town.
