Exmouth RNLI thinks a steady decrease in the number of lifeboat launches could indicate that people going out to sea are becoming more safety-conscious.
The yearly total has fallen each year since 2008 when the lifeboat was launched 125 times - last year it was called out just 65 times, despite the good summer weather.
However it was the busiest year for RNLI beach lifeguards across the south west since the service was started up in 2001.
