Two people from Exeter have been arrested by police investigating the supply of Class A drugs.
A 37 year old woman and a 33 year old man have been detained, along with three people from West London.
The Devon and Cornwall force are working with the Metropolitan Police on the investigation into organised crime groups in the capital using vulnerable people to sell drugs on Exeter's streets.
