Exeter city council looks set to give nearly 20 thousand pounds to the Football in the Community charity.
It uses football and other sport to promote education, health and wellbeing.
Its current building at Exeter City football club needs redevelopment and the grant funding, if approved, will pay for a feasibililty study.
Councillors are being recommended to agree the funding when they meet later this month.
