Councillors unanimously agreed to the changes.
The A361 which runs from near junction 27 of the M5 at Tiverton to Barnstaple has seen 30 people lose their lives since 2000. There have been many more crashes.
Improvements include:
- Widening the road to make more safe over taking opportunities
- Installing average speed cameras to enforce the 60 mile an hour speed limit
- Making some junctions safer - like not allowing turning across oncoming traffic.
Devon County Council will now need to get planning and compulsory purchase some land.
The project is expected to cost more than £93 million with most of that funding coming from the Government.
