Wales and West Utilities completed the work in the early hours of Wednesday.
The company has thanked local people for their patience, after the lane closures were in place for around 24 hours near Lee Mill, Ivybridge.
During yesterday's (Tuesday 24th July) rush hour, queues were around 5 miles east and westbound.
