There's been an increase in road accidents in Devon and Cornwall caused by drivers being distracted by mobile devices - even though they're not doing so illegally.
The number of motorists prosecuted for using handheld devices has fallen by more than half since 2010.
But police say there's been a rapid rise in injury collisions which happen when drivers aren't concentrating fully on the road.
