Two libraries in East Devon are among those chosen to pilot a new way of running the service, in partnership with their local communities.
Colyton and Ottery are among 12 towns where local residents will decide what they want from their libraries and how those services should be provided.
Eventually all the county's libraries will probably be run by a mutual society or Trust, with the involvement of their communities.
