The firm, called AFLS & P, is an international architectural practice specialising in sports and leisure and was involved in the design of the Aquatic Centre in London.
The team working in the project also includes an Exeter firm specialising in low-energy buildings, and a landscape design company.
The council will soon start consulting local residents on the facilities the centre could offer.
