He's alleged to have followed two women
A man in his twenties has been questioned on suspicion of outraging public decency after an alleged incident in the Avenues area of Exmouth.
Two women reported being followed by a driver in a silver VW car as they walked from the seafront to a property in Cranford Avenue on Sunday 8 March around 5.15pm.
The man is said to have pleasured himself in view of the complainants.
One of the women had only moved to a new home in the town the previous week.
On reporting the matter to her partner, he managed to locate the driver and take a picture of the vehicle.
A man from Exeter was later arrested and released on bail whilst police inquiries continue. They have asked for any witnesses or anyone with CCTV footage to get in touch.
