The man filmed arguing with a Muslim woman in Exeter's Sidwell Street - in a video which went viral - has denied being a racist.
She and her friend followed him after he allegedly made a racist comment as they walked by, and she switched on her camera and confronted him.
The 59 year old, who doesn't want to be named, said he doesn't have anti-islamic views and that the women had provoked and intimidated him into losing his temper and saying things that were out of character.
