Police and Exeter city council say they're going to crack down on a small group of street beggars who are not homeless... and are using the money to feed a drug or alcohol addiction.
Apparently some have been asking for cash to pay for overnight accommodation.. but a survey by the council found that they're already in hostels or shared houses.
The council say they recognise that many people are concerned about homelessness and want to give money to people they see begging on the street, but they advise making donations to St Petrocks or another charity rather than handing over cash.
