A motorist chose the wrong vehicle to tailgate near Exeter on Thursday.
It was an unmarked police car taking part in an operation targeting motoring offences and anti-social driving.
Operation Vortex, covering the M5, A38 and A380, detected 41 offences - 21 were issued with traffic offence reports, and a further 20 drivers were given words of advice.
