A review of the Kate Bushell murder investigation in Exeter is being wound down with no significant breakthroughs.
14 year old Kate was killed in November 1997 as she walked a neighbour's dog near her home in Exwick.
Last summer a team of detectives, some of whom worked on the original enquiry, began re-examining key evidence and launched a fresh appeal for information.
They say they have now exhausted all new leads - but the case will remain open.
