A new fire safety policy for council flats in Exeter will mean tenants are no longer allowed to put any furniture, decorations or prams in communal halls and doorways of the buildings.
The city council knows this won't be popular, but has been told by the fire service that it's essential for exit routes to be kept clear at all times.
