No-one has been fined for feeding seagulls in Exmouth since it became possible for the district council to do so, nearly a year ago.
Public Space Protection Orders were introduced targeting seagull-feeders, aggressive beggars and irresponsible dog owners in specified areas of the town.
Seven fixed penalties have been handed out for dog-related offences, and two for begging.
