The police watchdog claims Devon and Cornwall Police are failing to properly record thousands of crimes - including rape.
HM Inspectorate of Constabulary found our force records around 82% of reported offences, meaning that more than 17,400 crimes are not recorded.
Devon and Cornwall was judged to be "inadequate" in the report, but the Deputy Chief Constable says they place victims "at the heart of policing" and will look at the report to improve their service further.
