The 20-year old was last seen leaving Fever Boutique on Mary Arches Street in Exeter in the early hours of Tuesday 13 February.
Police and The Dartmoor Search and Rescue Team located his body near Longdown two days later.
His family have paid the following tribute:
“We are heartbroken at the loss of our dear son and brother, Rory. He brought great happiness and joy to our lives, and we now realise how much he touched the lives of many others too.
“We will miss him desperately, and are devastated that he will not be able to realise all his hopes and dreams.”
Police are not treating Rory’s death as suspicious.
