The officer in charge of community policing in Exeter says a strategy's needed to tackle alcohol-fuelled crime and anti-social behaviour.
Inspector Andrew Webber has expressed concern that the city's image could be damaged if action isn't taken.
He wants a full public debate on the issue, involving licensees, other city centre businesses, local residents and the police.
