Exeter police say the problem of legal highs can't be tackled properly until legislation to ban them is introduced.
They're calling on whoever wins the General Election to move forward with proposals for new laws, drawn up under the Coalition government.
Locally the substances have led to at least one death as well as many incidents of violence and anti-social behaviour.
