David Cameron has been meeting people in Devon whose homes were flooded over the weekend.
Speaking in Buckfastleigh, he reassured residents that the government will reach a deal with insurers to make sure people in high risk areas don't lose their cover.
The clear-up after flooding is continuing in many parts of east Devon.
Local authorities say staff have been working around the clock to help communities, dealing with emergency calls and prioritising work to clear drains and remove debris.
