New plans have been revealed for the land at Exeter's Middlemoor police headquarters.
The force put the site up for sale and there was originally going to be a Morrisons supermarket built there, but the company pulled out last year.
A developer specialising in retail parks now plans to build eight shops and three restaurants on the eight-acre site.
