Plans to close Exeter's women's refuge will be discussed today - as a worried local councillor asks how vulnerable women will be protected from abusive partners.
Jill Owen is meeting representatives from the charity now running domestic violence services across Devon.
She says she and her fellow councillors weren't consulted about the closure plan by the charity Splitz - and are now in a state of shock over the proposal.
She says it will lead to extra pressure on the city council to find emergency accommodation for women in danger.
