There's concern that many people in Devon are having trouble getting to doctors and hospital appointments, because of problems with transport.
Healthwatch Devon also thinks some may be unaware of the help available - such as volunteer patient transport schemes, or refunds of the cost of bus or train travel.
It's carrying out a survey to get as accurate a picture as possible, and its findings will be passed on to the managers of patient transport services.
