The increase in people attending hospital A&E departments with minor medical problems is being investigated by Devon's Healthwatch group.
It's asking people to take part in a confidential survey on why they went to hospital instead of visiting a GP, walk-in centre or pharmacy.
It's hoped the findings will pinpoint problems such as lack of accessibility to GPs surgeries, and help the NHS to take action that'll reduce the pressure on A&E departments.
