More than eleven and a half thousand people have signed a petition against new measures in Exeter to tackle rough sleeping and begging.
It's been started by a man in Leeds who's opposed to the use of Public Space Protection Orders targeting homeless people.
The order would enable the city council to remove bedding left in shop doorways.
However the council insists that it's against attempts to criminalise rough sleeping and wants to encourage all homeless people to access the support available.
