A group scrutinising East Devon's hospital services is recommending that they retain inpatient beds and minor injuries units. That goes against proposals to cut both services.
The original plans would have seen all inpatient beds lost at Ottery St Mary and Axminster hospitals, along with Ottery's minor injuries unit.
That caused an outcry among the public and a mass protest by Ottery residents.
As part of the consultation process a stakeholder group was set up comprising councillors, doctors and hospital Leagues of Friends - to work with the Clinical Commissioning Group on deciding the way forward.
This group has formally proposed retaining a total of 72 beds across Ottery, Axminster, Honiton, Seaton and Sidmouth hospitals.. along with stroke beds and a GP led minor injury service in each town.
The recommendation will be considered by the CCG next week.
