Devon and Cornwall police say they know further work is needed to reduce the number of people with mental health problems being locked up in police cells.
That was one of the recommendations of an otherwise broadly positive report on custody centres across the force area.
Assistant Chief Constable Andy Bickley strongly agrees that people in mental distress should be in a healthcare setting - and says that will mean working with health and social services.
He says in many cases, they're detained to stop them harming themselves or other people, and to enable doctors and social workers to examine them and decide what treatment is needed.
