The cost will be higher than the winter charges but some will be cheaper than current summer ones.
Councillors were told the changes would make the tariffs easier to understand and are supported by local businesses.
But opposition Liberal Democrats say it's the final nail in the coffin of the town centre and it will drive people to out-of-town shopping centres or to Newton Abbot.
