Jill Taylor, who owns South View Lodges near Exeter, says potential guests offer to pay cash, not post their whereabouts on social media and park their vehicles well away from the site in order not to arouse suspicion.
Sally Everton, director of Visit Devon, is worried that some accommodation is being offered right now through online providers, despite the law.
