As councils and the police try to discourage people from visiting Devon until later in the year, holiday accommodation providers say they're being asked to overlook the rules.
Jill Taylor, who owns South View Lodges near Exeter, says potential guests offer to pay cash, not post their whereabouts on social media and park their vehicles well away from the site in order not to arouse suspicion.
Sally Everton, director of Visit Devon, is worried that some accommodation is being offered right now through online providers, despite the law.
