It's predicted that cutting Devon's public health budget will put further pressure on the local NHS.
The county council was originally given 26 million pounds this year to tackle problems such as smoking and alcohol and drug abuse, which are seriously damaging to the health.
But the Government's now cut that by more than 1 and a half million pounds.
