There are proposals to create a new parish council for West Hill, near Ottery St Mary.
It currently comes under the jurisdiction of the town council.
A new parish authority would be able to levy money from local residents as part of the council tax bill and decide how the income is spent in the community.
A consultation begins this week to find out people's views.
