Police are looking for two men after a shoplifting incident at Exeter's Morrison's supermarket in Prince Charles Road.
The pair went into the shop dressed in identical clothes and walked off in different directions - one of them filled a green carrier bag with items and left without paying.
He was challenged by a member of staff outside and threatened them with a knife.
A man has been arrested but released without charge and police are appealing for witnesses to the theft.
