Mill Water School in Honiton will relocate to a site a Bicton College when work is complete.
The new building is due to cost 9.5 million pounds.
The school already has close ties with Bicton college and they'll share some facilities including a new sports hall.
The new building has twice the space of the existing school and Devon County Council wants to make it a regional centre of excellence for children with special needs.
