Exeter city council's been named among those with the lowest use of bailiffs to recover debt.
The charity The Money Advice Trust has looked at the number of local authority referrals to enforcement agents to collect money owing for council tax, parking fines and overpayment of housing benefit.
Nationally the number of bailiff referrals has risen by 16 per cent in the last two years.
