Devon and Cornwall's top police officer and his Dorset counterpart have agreed there's a strong business case for merging the two forces.
Shaun Sawyer and James Vaughan, and the police and crime commissioners for the two regions, Alison Hernandez and Martyn Underhill, all think the business case works.
But "the current view" of Ms Hernandez, who sets police strategy in Devon and Cornwall, "is not to support the submission of the business case to the Home Office."
Instead she wants her police and crime panel to discuss it at a meeting next week.
The lack of a unanimous decision means a further announcement will not be made until Monday 8 October..
An abridged version of the business case it to be made available to the public "to allow greater scrutiny and transparency," according to a Devon and Cornwall police statement.
