Several initiatives to tackle homelessness in Exeter have been drawn up by the city council.
It's worked with Teignbridge council to draw up a joint strategy.
The proposals include finding other ways to accommodate rough sleepers who don't want to take up the existing options.
They also include action to prevent people becoming homeless in the first place, such as work with private landlords.
