It follows a report by Her Majesty's Inspectorate of Constabulary.
The report says there are 'some significant risks' in the way Devon and Cornwall Police tackle domestic abuse.
The body responsible for inspecting police forces found there wasn't a consistent level of service in all cases and said improvements are needed.
It said the role of staff dealing with these cases wasn't always clear, and that better supervision is required.
HMIC also identified the need for better training for call handlers.
