Police and Exeter city council have joined forces to tackle the problem of drug use behind the Exe Bridges retail park.
A clean-up operation has been launched and police have been using dispersal powers to move people on when necessary.
It follows a series of complaints from local residents about people taking drugs under the railway arches and throwing used needles and other paraphernalia into their gardens.
