The health regulator Monitor has not upheld a complaint about the way a contract for providing health services was awarded to Exeter's RD&E hospital.
The current provider of care for adults with complex social needs, the Northern Devon Healthcare Trust, objected to the procurement process by the local Clinical Commisioning Group.
However the CCG says this is only a provisional finding, as the CCG hasn't yet finished its value for money analysis which is part of the process.
It means no change in services at this stage.
