Managers at Devon county council have been asked to draw up cost-cutting proposals in response to the latest public spending reduction by the Government.
The local authority will have to find savings of a hundred million pounds over four years in its spending on the provision of services.
The leader of the council John Hart says once the reality of what the council can no longer afford to do is clearer, he will raise the issue with local MPs.
