Devon pedestrians have been told not to "wave dodge" during Friday's early high tide by emergency bosses at Devon County Council after a flood alert by the Environment Agency.
The alert on Friday morning covers an area from Start Point to Dawlish Warren.
High water is expected at Exmouth round 11:00am. It could see waves overtopping sea defences and sea spray in exposed coastal locations in Torbay.
Staff at Devon Alert said people should avoid the high tides on Friday morning. They said: "Wave dodging is not big or clever and could also put rescuers are risk."
