Research has found there is a shortage of private rented accommodation in Exeter leading to higher rents.
The local Citizens Advice Bureau carried out the study as part of a national review of housing.
It also looked at the growing need for student housing and whether the large number of purpose-built flats are having a bad impact on the surrounding communities.
Chief Executive Steve Barriball says the main factor is the high cost of accommodation.
