The city council is considering creating a Public Space Protection Order for the city centre.
The orders were introduced in 2014 as a measure to crack down on negative behaviour in a specific area, such as drinking, drug taking and begging.
Those found breaking the order could get fined on the spot a hundred pounds, prosecuted or ordered to pay a maximum 1 thousand pounds.
An online questionnaire is asking for people's comments on the scheme and a decision will be made in February next year.
