It's thought large numbers of people in Exeter are struggling with spiralling debts.
618 called the debt charity Step Change in the first six months of this year, owing more than £11,000 and it is thought that could be the tip of the iceberg.
The charity says more should be done to help those on low incomes to save for a rainy day.
