More than £3 billion is needed over the next ten years just to make the South West's railway line more resilient, according to a group of local authorities and businesses.
Today the Peninsula Rail Task Force is taking its 20 year plan to the Rail Minister.
The focus of the report is on shoring up the line around Dawlish and Teignmouth and reducing journey times between Plymouth and London to just over two hours.
In future, the group also wants an additional route created east of Exeter and potentially through Okehampton.
